Leviticus 16:32-34

³² The priest, who is anointed and consecrated to minister as a priest in the place of his father, shall make atonement, and shall put on the linen garments, the holy garments. ³³ And he shall make atonement for the Holy Sanctuary, for the tent of meeting, and for the altar, and he shall make atonement for the priests, and for all the people of the congregation.

³⁴ This shall be a perpetual statute for you to make atonement for the children of Israel for all their sins once a year.

And Moses did as the Lord commanded him.
